This error occurs if liquibase does not exit cleanly, the lock row may be left as locked. This might due to stopping or killing the tomcat before liquibase releases the lock.
Resolution:
Execute the below SQL to clear the lock
UPDATE DATABASECHANGELOGLOCK SET LOCKED = 0;
